Generally speaking, if you are having a Blepharoplasty solely for cosmetic reasons, then it is highly unlikely that you will be able to get financial support for the procedure from the NHS.  Naturally, as a public health service with limited resources NHS funding for surgery tends to be of a reconstructive nature; breast-reconstruction for women post-mastectomy, or skin grafts for burns victims.  Minor cosmetic procedures with no medical precedent are unlikely to receive NHS consideration.
